Why does it take so long for the court to decide about contact?

Despite a recent comment by a senior Scottish Judge that “The time taken to resolve disputes about contact should not be measured in years but in weeks or at most months.” LINK it usually takes at least two months to raise a court case in Scotland. ADD CONTENT
